Royal Cortissoz was born on 10 February 1869, in Brooklyn, Kings, New York, United States as the son of Francisco Emanuel Cortissoz and Juliada Costa Mauri. He lived in New York City, New York County, New York, United States in 1935. He died on 17 October 1948, at the age of 79.

Prohibits the federal government and each state from denying a citizen the right to vote based on that citizen's race, color, or previous condition of servitude. It was the last of the Reconstruction Amendments.
The Act was an extension of the Fifteenth Amendment, that prohibited discrimination by state offices in voter registration. It also helped empower the President with the authority to enforce the first section of the Fifteenth Amendment throughout the United States. Being the first of three Enforcement Acts passed by the Congress, it helped combat attacks on the suffrage rights of African Americans.
This Act tried to prevent the raising of prices by restricting trade. The purpose of the Act was to preserve a competitive marketplace to protect consumers from abuse.
