Francis Joseph Flanagan was born on 6 January 1876, in Charlestown, Boston, Suffolk, Massachusetts, United States as the son of Thomas F Flanagan and Rosanna Jane Batridge. He had at least 5 sons and 1 daughter with Frances C Dellinger. He registered for military service in 1906. He died on 2 October 1963, in Utica, Oneida, New York, United States, at the age of 87, and was buried in Yorkville, Oneida, New York, United States.
