James Hoey was born about 1818, in Leighlinbridge, Agha, County Carlow, Ireland as the son of William Hoey. He married Cecilia Hackett on 14 November 1844, in Leighlinbridge, Agha, County Carlow, Ireland. They were the parents of at least 4 sons and 2 daughters. He died on 12 September 1886, in Old Leighlin, County Carlow, Ireland, at the age of 69.
