When Phoebe Jane McQueen was born on 2 January 1835, her father, Jacob McQueen, was 38 and her mother, Dorothy Mitchell, was 28. She married Francis Casper Fulmer in 1856. They were the parents of at least 3 sons and 2 daughters. She lived in Sandwich, Essex, Ontario, Canada in 1871 and Essex, Essex, Ontario, Canada in 1901. She died on 24 September 1902, in Windsor, Essex, Ontario, Canada, at the age of 67.
