Francisco Vicente de la Cruz Muñoz was born on 4 April 1890, in El Pilar, Benítez, Sucre, Venezuela as the son of Francisco de Paula De La Cruz and Rosa Mónica Muñoz. He married Ana Sofia Plaza Cabeza on 18 January 1919. They were the parents of at least 1 son and 5 daughters. He died on 20 March 1975, in San Felipe, Yaracuy, Venezuela, at the age of 84, and was buried in Caracas, Libertador, Distrito Capital, Venezuela.

An international tribunal in Paris ruled on a border dispute between Venezuela and British Guiana (Guyana). Britain received most of the claim for the Essequibo region, close to 111,000 square miles. Venezuela was represented by 2 U.S. judges and the chairman of the panel was Russian jurist Frederic de Martens. Venezuela rejected this decision in the 1960s.
