When David Elliott was born on 18 November 1799, in Charleston, Montgomery, New York, United States, his father, Peter Elliott, was 33 and his mother, Phebe Holley, was 25. He married Almira Holliday in 1821. They were the parents of at least 1 daughter. He lived in Ithaca, Tompkins, New York, United States in 1830. He died on 2 December 1855, in Salt Lake City, Salt Lake, Utah, United States, at the age of 56, and was buried in Salt Lake City Cemetery, Salt Lake City, Salt Lake, Utah, United States.

The First capital was temporary in New York City but by the second term of George Washington the Capital moved to Philadelphia for the following 10 years.
