When Nels Benson was born on 23 August 1846, in Öringe, Halland, Sweden, his father, Nils Bengtsson, was 44 and his mother, Johanna Johansdotter, was 33. He married Philindia Eldredge Kofford on 18 December 1871, in Salt Lake City, Salt Lake, Utah, United States. They were the parents of at least 2 sons and 2 daughters. He immigrated to Utah, United States in 1862. He died on 2 November 1923, in Spring City, Sanpete, Utah, United States, at the age of 77, and was buried in Spring City Cemetery, Spring City, Sanpete, Utah, United States.

This Act was to restrict the power of the President removing certain office holders without approval of the Senate. It denies the President the power to remove any executive officer who had been appointed by the president with the advice and consent of the Senate, unless the Senate approved the removal during the next full session of Congress. The Amendment was later repealed.
