When Robert Sheets was born in May 1869, in Virginia, United States, his father, John Henry Sheets, was 19 and his mother, Sarah Elizabeth Eutsler, was 23. He married Meta Chaplin on 30 November 1904, in Staunton, Virginia, United States. He lived in Augusta, Virginia, United States in 1870 and Middle River District, Augusta, Virginia, United States for about 20 years. He died on 25 September 1906, at the age of 37, and was buried in Verona, Augusta, Virginia, United States.

Prohibits the federal government and each state from denying a citizen the right to vote based on that citizen's race, color, or previous condition of servitude. It was the last of the Reconstruction Amendments.
The Act was an extension of the Fifteenth Amendment, that prohibited discrimination by state offices in voter registration. It also helped empower the President with the authority to enforce the first section of the Fifteenth Amendment throughout the United States. Being the first of three Enforcement Acts passed by the Congress, it helped combat attacks on the suffrage rights of African Americans.
Garfield was shot twice by Charles J. Guitea at Railroad Station in Washington, D.C. on July 2, 1881. After eleven weeks of intensive and other care Garfield died in Elberon, New Jersey, the second of four presidents to be assassinated, following Abraham Lincoln.
