James Wilson Kerr was born on 11 June 1844, in Edwardsville, Madison, Illinois, United States as the son of Gustaves A. Kerr and Susan Wilson. He married Martha Jane Randle on 20 June 1872, in Madison, Illinois, United States. They were the parents of at least 2 sons. He lived in Alton Township, Madison, Illinois, United States in 1900 and Alton, Madison, Illinois, United States in 1910. He died on 4 July 1930, in Cook, Illinois, United States, at the age of 86, and was buried in Oakwood Cemetery, Alton Township, Madison, Illinois, United States.

This Act was to restrict the power of the President removing certain office holders without approval of the Senate. It denies the President the power to remove any executive officer who had been appointed by the president with the advice and consent of the Senate, unless the Senate approved the removal during the next full session of Congress. The Amendment was later repealed.

English and Scottish: topographic name for someone who lived by a marsh or swampy woodland, Middle English kerr ‘brushwood, wet ground’ (Old Norse kjarr). A legend grew up that the Kerrs were left-handed, on theory that the name is derived from Gaelic cearr ‘wrong-handed, left-handed’.

Irish: variant of Carr .

Americanized form of German Kehr or of some other similar (like-sounding) surname.
