Prohibits the federal government and each state from denying a citizen the right to vote based on that citizen's race, color, or previous condition of servitude. It was the last of the Reconstruction Amendments.

The Act was an extension of the Fifteenth Amendment, that prohibited discrimination by state offices in voter registration. It also helped empower the President with the authority to enforce the first section of the Fifteenth Amendment throughout the United States. Being the first of three Enforcement Acts passed by the Congress, it helped combat attacks on the suffrage rights of African Americans.

German and French (Alsace): variant of German Reploegel, a compound of Repp ‘rope’ + Middle High German lāgel ‘keg’, also a linear measure. The term probably denoted a rope of a particular length used for measuring wood and other bulky merchandise and the surname arose as a metonymic occupational name for someone who made such measures or for an official who used one.
