When Hon. Talolakepa Fulivai was born on 13 August 1914, in Kolofo'ou, Tongatapu, Tonga, his father, Hon. Paula Namoa Tupou Fulivai, was 13 and his mother, Meleane Tu'ipulotu Ma'afu, was 29. He married Uinise Finau Finelaukau Taufa on 13 February 1941, in Nuku'alofa, Tongatapu, Tonga. They were the parents of at least 5 sons and 1 daughter. He died on 12 May 1985, in Kolomotu'a, Tongatapu, Tonga, at the age of 70, and was buried in Neiafu, Vava'u, Tonga.
