William Watts Marcrum was born on 9 March 1807, in North Carolina, United States as the son of Elisha Marcom and Susanna Watts. He married Elizabeth Kelly on 13 May 1837, in Wake, North Carolina, United States. They were the parents of at least 1 son. He died after 1865.

The Crimes Act was made to provide a clearer punishment of certain crimes against the United States. Part of it includes: Changing the maximum sentence of imprisonment to be increased from seven to ten years and changing the maximum fine from $5,000 to $10,000.
