The Capitol was located in Iowa City until the 1st General Assembly of Iowa recognized that the Capitol should be moved farther west than Iowa City. Son of a white father and a slave with some Indian blood, he was born Frederick Augustus Washington Bailey c. 1817 in Tuckahoe, MD.
