In early years Soldiers Grove depended on Kickapoo River for timber rafting & hydropower for flour & lumber mills. Village's proximity to river became liability in early twentieth century when major floods began to afflict settlement. Significant flooding occurred in 1907, 1912, 1917, & 1935. Following these incidents, Soldiers Grove & other communities petitioned Congress to provide funds for flood control project. Despite another major flood in 1951 Congress did not agree until 1962 when it authorized a project that included levees & flood control dam on Kickapoo River upstream of Soldiers Grove near La Farge, Wisconsin. Owing to environmental concerns, construction of dam was halted in 1975 & never finished. In 1974 floodplain zoning ordinance had taken effect in Soldiers Grove prohibiting new construction & severely limiting maintenance options near river & crippling downtown area.
