When Thomas Jefferson Shisler was born on 26 November 1844, in Hocking, Ohio, United States, his father, Barnabas Shisler, was 25 and his mother, Susan Jane Consoliver, was 22. He married Vashti Elizabeth Christy French on 22 September 1863. They were the parents of at least 6 sons and 6 daughters. He lived in Cooper Township, Gentry, Missouri, United States for about 10 years. He died on 17 May 1932, in Stanberry, Gentry, Missouri, United States, at the age of 87, and was buried in Stanberry, Gentry, Missouri, United States.

This Act was to restrict the power of the President removing certain office holders without approval of the Senate. It denies the President the power to remove any executive officer who had been appointed by the president with the advice and consent of the Senate, unless the Senate approved the removal during the next full session of Congress. The Amendment was later repealed.
