When Sami Siulua Likiliki was born about 1869, in Pangai, Ha'apai, Tonga, his father, Na'asoni Lolohea Likiliki, was 17 and his mother, Siosi'ana Letele Tonga'onevai Afu, was 18. He died on 28 October 1948, at the age of 80, and was buried in Hawaii, United States.

This Act tried to prevent the raising of prices by restricting trade. The purpose of the Act was to preserve a competitive marketplace to protect consumers from abuse.
