William Jenkins was born on 28 June 1784, in Brecon, Breconshire, Wales as the son of Benjamin Jenkins and Mary. He married Margaret Meredith on 17 November 1823, in Devynock, Breconshire, Wales, United Kingdom. They were the parents of at least 1 son and 3 daughters. He lived in Llanover, Monmouthshire, Wales, United Kingdom in 1861. He died on 6 March 1865, at the age of 80.
