When Phineas Leland was born on 12 October 1798, in Fall River, Bristol, Massachusetts, United States, his father, Thomas Leland, was 38 and his mother, Lydia Sherman, was 35. He married Sally Rand Perkins on 27 May 1829, in Weathersfield, Windsor, Vermont, United States. They were the parents of at least 1 daughter. He lived in Chester, Windsor, Vermont, United States in 1850. He died on 2 January 1878, in Weathersfield, Windsor, Vermont, United States, at the age of 79, and was buried in Pine Grove Cemetery, Springfield, Windsor, Vermont, United States.

The First capital was temporary in New York City but by the second term of George Washington the Capital moved to Philadelphia for the following 10 years.
