When Othniel Packard was born on 30 April 1786, in Brockton, Plymouth, Massachusetts, United States, his father, Jonathan Packard, was 34 and his mother, Susanna Alger, was 32. He married Susanna Whitcomb on 15 January 1806, in Randolph, Norfolk, Massachusetts, United States. They were the parents of at least 4 sons and 2 daughters. He lived in Danby, Rutland, Vermont, United States in 1860 and Vermont, United States in 1870. He registered for military service in 1812. He died about 1870, in Rutland, Vermont, United States, at the age of 85.
