James Parks Jr. was born on 30 January 1761, in Harford, Maryland, United States as the son of James Parks Sr. He married Jane Buchanan on 4 May 1786, in Rockbridge Parish, Rockbridge, Virginia, United States. They were the parents of at least 5 sons and 4 daughters. He died on 13 March 1837, in Scott, Kentucky, United States, at the age of 76, and was buried in Parks Cemetery, Rockholds, Whitley, Kentucky, United States.
