Thomas Simmons was born about 1785, in Virginia, United States as the son of Michael Simmons. He married Catharine Varner on 17 July 1814. They were the parents of at least 5 sons and 5 daughters. He lived in Monterey, Highland, Virginia, United States in 1850 and Highland, Virginia, United States in 1860. He died in 1855, in Virginia, United States, at the age of 71.

Caused by war veteran Daniel Shays, Shays' Rebellion was to protest economic and civil rights injustices that he and other farmers were seeing after the Revolutionary War. Because of the Rebellion it opened the eyes of the governing officials that the Articles of Confederation needed a reform. The Rebellion served as a guardrail when helping reform the United States Constitution.
