He immigrated to United States in 1892 and lived in Williams, North Dakota, United States in 1900 and Opheim, Valley, Montana, United States in 1910. He died on 19 August 1953, in Wolf Point, Roosevelt, Montana, United States, at the age of 86, and was buried in Courchene Cemetery, Wolf Point, Roosevelt, Montana, United States.

This Act was to restrict the power of the President removing certain office holders without approval of the Senate. It denies the President the power to remove any executive officer who had been appointed by the president with the advice and consent of the Senate, unless the Senate approved the removal during the next full session of Congress. The Amendment was later repealed.
